Sounds like MPD needs to look into Hornady Zombie Max as their duty carry round of choice. Would've only taken one hit to stop the guy. -

They were saying today that this was "Bath salts" that drove this guy nuts...
All my wife's bath salts just went into the trash as she don't need any more help...
