The reporter's occupation, and indeed the station's, is to sell news. So when there isn't any, they try to make some up. Same thing happens even on a national level; when not much is really going on, you see ridiculous sensationalized stories.

They are mountain sellers who, short on mountains, are trying to sell you a molehill.

The molehill analogy is right on the mark.
