I can see maybe not giving a tattoo to someone that is obviously drunk, but a 24 hour waiting period is a little overboard. My brother and a group of friends rode their bikes on the "Dragons Tail" and got tattoos to commemorate the trip by a local that did a great job of tattooing the Dragon's Tail on them, and had probably done the same tattoo hundreds of times. In 24 hours they would have been a state or two away. If someone wants a tattoo, what business is it of the governments? You'd think they had bigger fish to fry. The health bit is kind of stupid too, tattoo artists are very aware of HIV and Hepatitis, and everyone I've ever watched, used new sterile needles, new canisters of ink, and wore rubber gloves. All of which were disposed of after the tattoo was applied. They don't want to spread a disease, nor catch one, so they are very cautious.
