If the industrial state wants a new shipping port they may have to give a farm subsidy to a rural state.

Ah but where does this industrial state get the funds for this farm subsidy and where does this rural/agricultural state get the funds to give to this industrial state for their new port?

Answer that question and you understand why neither of them had what the other wanted so they stole it from YOU (the tax payer). And somehow it would seem that you find this perfectly acceptable that both parties agreed to steal from you.
