interesting...Muggs. aren't there other taxes we pay that never come from the House? Taxes attached to a gallon of gas or the tax on the phone bill for example. Aren't they courtesy of the EPA and the FCC?

According to the constitution all money bills must originate in the House of Representatives. It's a part of the separation of powers that the founding fathers put into the constitution to prevent any one branch of government from becoming too powerful. The Supreme court is there to rule on the constitutionality of a law.
